I wouldn't be surprised if several applicants for the track would be heritage speakers of Hindi. However, whether your hypothesis is right or not will depend also on the type of people who are drawn to the Hindi Lauder offering. There are many universities and summer programs, these days, that offer Hindi classes, and it could very well be that there are several folks who are interested in learning more about Hindi-speaking cultures and business environments who are not heritage speakers.
I'm not sure what you mean by "i [sic] thought lauder [sic] would be a bit more open on this." At the end of the day, the Lauder program has certain standards. Those who fit those standards are eligible for the program; those who do not would likely struggle and not benefit from the program. That would be a lose-lose proposition for both the educational institution and the student.
