If a reapplicant has not retaken the GMAT since they last applied to Wharton, do they still need an official score report resent to admissions?

Neither first time nor reapplicants need send official scores to apply. All that is required is that you self-report your score in the application. Official scores are only required as part of the post-admission verification proces.

Adcom should be able to locate your score from last time.

If you are accepted to Wharton, you will need to provide official GMAT score documentation if no such documentation has been previously provided to Wharton within the last two application seasons.
